The ASPCA and other organizations like it should propose an update on regulations in puppy mills or preferably pass a bill similar to what California is doing. California just passed a bill (that will be in effect as of January 1, 2019) that states that pet stores must only sell dogs, cats, and rabbits that were obtained from animal control or a shelter. The pet stores must still abide by all the current regulations, the only thing that changes is the animals they are allowed to cooperate with. This is extremely beneficial in many ways. When you adopt an animal it already has it’s shots and is required to be neutered. This will prevent population growth.
